(A) Purpose. The purpose of this section is to provide for manufactured home parks in an appropriate, safe, sanitary and attractive environment.
(B) Conditional uses. Manufactured home parks are conditional uses, by law, and are allowed as a conditional use in any zoning district that allows the construction or placement of a building used or intended to be used by 2 or more families.
(C) Accessory uses. The following are permitted accessory uses in manufactured home parks:
(1) Off-street private parking facilities;
(2) Outdoor storage of recreational vehicles and equipment;
(3) Swimming pools, tennis courts, and other recreational facilities;
(4) Fencing, screening, and landscaping as permitted and regulated by § 151.193;
(5) Tool houses, sheds and similar storage buildings;
(6) Central office and central community building;
(7) Home occupations consistent with § 151.202;
(8) Private garages 1,200 square feet or less and parking spaces as regulated by § 151.204.
(D) Regulations.
(1) General provisions.
(a) All mobile home parks and recreational camping areas constructed or located in the city after the adoption of this chapter shall comply to M.S. §§ 327.10 - 327.28, as they may be amended from time to time, laws regulating mobile home parks and recreational camping areas, and Chapter 13, MHD 187-197, Minnesota State Board of Health Regulations governing mobile home parks and recreational camping areas.
(b) No tents shall be used for other than recreational purposes in a manufactured home park.
(c) Where the manufactured home park is dependent, it shall have an adequate central community building with the following features:
1. Laundry drying areas and machines;
2. Laundry washing machines;
3. Showers;
4. Public toilets and lavatories;
5. The buildings shall have central heating and be maintained in a safe, clean, and sanitary condition.
(2) Development plan requirements. A development plan shall be submitted to the Planning Commission and the City Council that contains the following information:
(a) The name and address of the applicant;
(b) The legal description and size in acres of the property proposed for a manufactured home park;
(c) A sketch of the existing topography;
(d) The number, location, and size of all manufactured home lots;
(e) The location of all water and sewer lines, including the location of riser pipes;
(f) Plans and specifications of all existing and proposed buildings, sidewalks and park recreation areas constructed or to be constructed within the manufactured home park;
(g) The location and details of lighting and electrical systems, including street lighting facilities;
(h) A landscape plan, including a detailed description of the required buffer area;
(i) A survey by a registered surveyor of the boundaries of the proposed park; and
(j) A plan showing existing and proposed streets designed to accommodate the traffic generated by the proposed park.
(3) Design standards.
(a) Site.
1. Each manufactured home site for a single-wide home shall contain at least 7,000 square feet of land for the exclusive use of the occupant, with a width of no less than 50 feet and a depth of no less than 140 feet. The maximum building height for any manufactured home is 35 feet.
2. Each manufactured home site shall have frontage on an approved roadway and the corner of each manufactured home site shall be marked and each site shall be numbered.
3. A mobile home park shall be capable of providing at least 20 fully developed lots.
(b) Setbacks.
1. Setbacks for manufactured homes shall have the same setbacks required in the zoning district in which the manufactured home park is located.
2. No manufactured home unit or accessory structure shall be located within 30 feet of the exterior boundary of any manufactured home park.
(c) Parking. Each manufactured home site shall have off-street parking space for 2 automobiles.
(d) Utilities.
1. All manufactured homes shall be connected to a public water and sanitary sewer system. All water and sewer systems shall be constructed in accordance with plans and specifications approved by the City Engineer. All water systems shall provide an adequate water supply and number of hydrants for fire fighting as per the Uniform Fire Code.
2. All utility connections shall be as approved by the city.
3. All utilities shall be underground; there shall be no overhead wires or supporting poles except those essential for street or other lighting purposes. If a connection is made to an in-place public system, a connection fee or assessment may be charged for this service.
4. The method of garbage, waste, and trash disposal must be approved by the city.
5. The park owner shall pay any required sewer and water connection fees to the city.
(e) Streets and sidewalks.
1. Streets shall be hard surfaced as approved by the city and have curves/turns with adequate radii to accommodate emergency vehicles.
2. The minimum street widths shall be as approved by the City Engineer.
3. The location and width of sidewalks must be approved by the city.
(f) Buffer area. A buffer consisting of a vegetative screening at least 25 feet in width and 12 feet in height shall be located along all boundaries of the manufactured home park, except where it is crossed by driveways, streets and roads. The buffer shall include a dense planting of deciduous and evergreen trees, shrubs and bushes so as to form a complete screen to adjoining properties and streets year around. Plans for the vegetative screen shall be approved as part of the conditional use permit.
(g) Recreation. All parks shall be required to have 1 or more recreational areas which are at least 10% of the park’s land area and shall be easily accessible to all park residents by walkways or paths. The required area shall not include the landscape buffer specified in this section. Recreational areas shall be so located as to be free of traffic hazards and shall, where the topography permits, be centrally located. These recreational areas shall be subject to approval by the Planning Commission. All equipment installed in such an area shall be owned and maintained by the owner or operator at his or her own expense.
(h) Common building lighting. Artificial light shall be maintained during all hours of darkness in all buildings containing public toilets, laundry equipment, and other facilities when open for use.
(i) Drainage. All manufactured home parks shall be provided with adequate drainage facilities and storm sewers as approved by the city.
(j) Trees. A minimum of 1 tree per lot is required. In open areas and recreation areas, a minimum of 20 trees per acre are required.
(k) Signs and mailboxes. All signs and mailboxes shall be uniform in material and design and be approved as part of the landscape plan.
(l) Storage.
1. If a separate area for exterior storage of boats, travel trailers or any other items is to be provided, the area shall be located away from any public street and shall be densely screened and fenced in an approved manner.
2. In manufactured housing developments for which the intent is to rent spaces to owners of individual homes and not to convey ownership of the land in some manner to individual homeowners, uniform storage or tool sheds with a minimum of 120 square feet shall be required on each manufactured home site. Garages may be substituted for the required storage or tool shed. All sheds shall be constructed of a water resistant material and shall enhance the appearance of the lot.
(4) Fee. The fee for every mobile home park/recreational camping area license shall be the cost of obtaining a conditional use permit as prescribed by ordinance.
(5) Anchoring and support systems.
(a) The provisions made for anchoring systems shall be based on the regulations outlined by the Minnesota Department of Administration, Building Code Division 2 MCAR 1.90103 and the number of ties shall be in accordance with the following table:

(b) Double-wide manufactured homes requires only the diagonal ties specified, and these shall be placed along the outer side walls.
(c) Length of manufactured home (as used in this Table) means length excluding draw bar.
(d) Diagonal ties in this method shall deviate at least 40 degrees from vertical.
(e) Alternative method: when this method is used, an approved reinforcement means shall be provided. If baling is used to accomplish this reinforcement, the provisions of 2 MCAR 1.90450 A.2.c. shall apply.
(f) Diagonal ties in this method shall be 45 degrees + 5 degrees vertical and shall be attached to the nearest main frame member.
(6) Subdivision regulations. Land subdivided for manufactured home parks must be subdivided in conformance with the city’s subdivision regulations.
(7) Building size and architectural requirements. Manufactured homes and their accessory structures shall conform to all building and architectural requirements identified in this chapter (see § 151.189).
