(A) To help encourage a more credible approach to the use of land, departures from this chapter may be granted by the City Council in Planned Unit Development Districts. A planned unit development is allowable as a conditional use in all zoning districts. Permission to develop specific parcels of land under the provisions which follow shall be binding on all construction. Any significant change in the development plan after approval by the City Council shall be resubmitted for consideration. The land use, minimum lot area, yard, height and accessory used determined by the planned unit development requirements shall prevail over conflicting requirements listed elsewhere within this chapter.
(B) It is the intent of the PUD District to promote:
(1) Preservation of productive land for agriculture use;
(2) Preservation of wildlife habitat and unique natural resources;
(3) Reduction of negative impacts on the environment;
(4) Creation of common open space that provided a unified landscape for the use and enjoyment of the neighborhood community and/or the general public;
(5) A variety of residential lot sizes, configurations and neighborhoods.
