Any person found guilty of violating any of the provisions of this chapter shall be guilty of a misdemeanor. Each day a violation is allowed to continue shall constitute a separate offense. Any owner or agent of an owner of land who conveys a lot or parcel in violation of the provisions of this section shall forfeit and pay to the city a penalty of not less than $100 for conveyance of parcel so conveyed. A municipality may enjoin the conveyance or may recover the penalty by a civil action in any court of competent jurisdiction.
