All subdivision approved under this chapter shall be serviced with municipal water and sanitary sewer as provided by the city. The extension of city water and sanitary sewer may be approved by the City Council, provided that subdivision is annexed. The subdivider shall be responsible for the entire cost of extension, unless otherwise agreed to by the city and subdivider.
