No person, firm, or corporation shall operate a sexually oriented business classified as adult use-principal defined in this chapter without having first secured a license as hereinafter provided. The owner(s) of a sexually oriented business in operation as of the effective date of the ordinance set forth in this chapter shall be required to file an application for a license as required by this chapter on or before the effective date; provided, however, that the city shall not be permitted to enforce this chapter against such owners until the city renders its decision on the application.
