§ 3.05  PROCEDURE ON ORDINANCES.
   Every proposed ordinance shall be presented in writing and shall be in accordance with state laws governing statutory cities. No ordinance shall contain more than one subject, which shall be clearly expressed in its title. The enacting clause shall be, “The City of Madison ordains.” An ordinance may be adopted at the meeting at which it is introduced and upon publication shall be duly enacted and passed.
