§ 70.10 UNREASONABLE ACCELERATION.
   (A)   Unlawful act.
      (1)   No person shall start or accelerate any motor vehicle with an unnecessary exhibition of speed on any street, highway, alleyway or public parking lot within the city.
      (2)   No person shall operate or halt any vehicle upon any street, highway, alleyway or public parking lot in the city carelessly, heedlessly or in a manner disregarding the rights or safety of others.
   (B)   Proof. Prima facie evidence of the unnecessary exhibition of speed shall be squealing or screeching sounds emitted by the tires or the throwing of sand, gravel, snow, or ice by tires of the vehicle or all.
   (C)   Violation. Any person violating this section shall be guilty of a petty misdemeanor and upon conviction thereof shall be punished by a fine as set forth in § 10.99, plus costs of prosecution.
