§ 3.02 SECRETARY OF COUNCIL.
   The city clerk shall act as secretary of the council. The city clerk shall keep a journal of council proceedings and perform such other duties as this charter or the council may require. The council may designate any other city official, employee or the city manager to act as secretary of the council with the exception being a member of the council.
