§ 55.10  CONDITIONS OF SERVICES.
   (A)   Service connections. All new service connections shall be underground in all cases except where it is not practical or economically feasible.  It shall be the customer’s responsibility to inform the city of the preferred routing of cables and location of service entrance (meter box).  The city will furnish and install the service cables from the transformer or pedestal secondary terminals to a point below the intended service entrance.  The trenching shall be the responsibility of the customer. Generally, service entrances shall be located at the rear side of the residence to permit access to city personnel. Wire ends shall be coiled at the building of such lengths sufficient for connection to the meter box terminals. The city shall furnish the meter.  However, furnishing, connecting, and maintaining the wires to the box are the responsibility of the customer.  City personnel shall not perform any work on materials or devices which are physically attached to any building other than inserting and removing the electrical meter.  The property owner shall grant an easement to the city for placement of the necessary electrical facilities in the location needed.
   (B)   Maintenance. Maintenance of the cables before the meter is the responsibility of the city.  Maintenance of the meter box installation (including conduit) is the customer’s responsibility.  Replacement of grass, shrubs, concrete or asphalt slabs, landscaping, etc. is also the customer’s responsibility.  The city is not responsible for any maintenance required due to customer inflicted damage to any part of the service connection beyond the transformer or pedestal secondary terminals. In such cases, any work done by city personnel or contractors working for the city to restore service may be billed to the customer.
   (C)   Replacement or modification. Any replacement or modification of the initial service due to customer requirements such as load growth or remodeling of the premises is the customer’s responsibility.
   (D)   Extension of services. In cases where a customer requests service to a location where an extension of the distribution lines is required, the customer may be required to participate in the cost of such extension when the anticipated revenue from such service will be insufficient to justify the expense of the city alone.
   (E)   Meters. A separate meter is required for each residential household or occupancy. Similarly, a separate meter is required for each commercial or industrial establishment or occupancy.
