§ 2.09 INTERFERENCES WITH ADMINISTRATION.
   Neither the council nor any of its members shall dictate the appointment or removal of any city administrative officer or employee, but the council may express its views and freely discuss with the manager anything pertaining to appointment and removal of officers and employees. Except for the purpose of inquiry and investigation under § 2.08, the council and its members shall deal with and control city administrative officers and employees under the jurisdiction of the manager solely through the manager, and neither the council nor any council member shall give orders to any subordinate of the manager either publicly or privately.
