The council shall be composed of a mayor and four council members who shall be qualified electors and who shall be elected at large. Each council member shall serve for a term of four years and until his/her successor is elected and qualifies, except that at the first election held after the adoption of this charter the two candidates having the highest number of votes shall serve for four years and the other two successful candidates shall serve for two years. The mayor shall serve for a term of two years and until his/her successor is elected and qualifies.
