§ 52.062 SURFACE RUNOFF OR GROUNDWATER CONNECTIONS PROHIBITED AND EXCEPTIONS.
   No person shall make connection of roof downspouts, sump pumps, foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or indirectly to the wastewater disposal system. However, in certain locations where surface storm water discharge would create a safety hazard during freezing weather, connection to the sanitary sewer may be maintained from November 15 to April 15. In no case, shall any connection to the sanitary sewer be maintained from April 16 to November 14. Exceptions will be granted by permit on a case by case basis as determined by the city designated official. City Council may establish by resolution permit fees and fines from time to time.
