(A) All of the territory contained within the boundaries or city limits shall constitute one sewer district.
(B) Any assessment for repairs or improvements on Lac qui Parle County Ditch #18, County Ditch #15, and Watershed District #27 and branches thereto that serve the city shall be assessed to and paid by the city. The city shall take into consideration such assessments in establishing rates from time to time for its storm sewer utility. The assumption or assessments by the city shall be for any repairs or improvements to the above described ditches commenced on or after January 1, 2003.
