§ 31.35 FUNCTIONS, POWERS, AND DUTIES.
   The Economic Development Authority shall serve in an advisory capacity to the Council for both Economic Development related business and Housing and Redevelopment Authority (HRA) business. The City Council shall serve as the official HRA Board.
