Whenever any sidewalk in the City of Madison Lake shall be or shall have been so constructed as to be elevated more than 2 feet above the ground contiguous thereto on the inside of the same the owner of the lot or tract of land adjacent to or upon which the sidewalk shall be situated, shall construct and maintain along the edge of the sidewalk at all places so elevated above the ground a substantial railing at least 3 feet high, upon the sidewalk with posts and rails, both 2 by 4 in size, and securely fastened.
