The owner of every lot or tract of land within the City of Madison Lake adjacent to or upon which any sidewalk or crosswalk has been or shall hereafter be constructed shall without notice of any kind repair, when out of repair or in any unsafe condition all the sidewalks and shall keep and maintain the sidewalks at all times in good repair and in a safe condition.
