§ 31.61 RULES AND REGULATIONS.
   The City Council shall promulgate a manual of rules and regulations pertaining to the operation of the Police Reserves. A copy of the rules and regulations shall be filed with the Mayor, Chief of Police, and the City Clerk-Treasurer.
