(A) The Chief, or in his or her absence the Assistant Chief, shall exercise complete control of the Department, have supervision over all apparatus and other equipment, examine the same as often as necessary and see to it that it is properly kept, cared for, and placed.
(B) The Chief shall order drills or practices as often as is advisable, and see to it that all members of the Department understand their work. He or she shall have full power and absolute control at all fires, and his or her authority shall be absolute in every respect.
(C) He or she shall, in January of each year, make a report of the fire calls answered by the Department, within and outside of the city limits, stating the approximate loss or damage.
