The City Council in its sound discretion, pursuant to the provisions of this chapter, may either grant or deny the application for any license or for the transfer or renewal of any license. The City Council shall complete any investigation and make its decision within 45 days of the city’s receipt of a completed application. No applicant has a right to a license under this chapter.
