It shall be unlawful for any person to manage or operate an adult use-primary without a valid adult use-primary manager license issued by the City Clerk-Treasurer pursuant to this chapter. The applicant or licensee has an affirmative duty to supplement an application with new information received subsequent to the date the application was completed or license was issued.
