Applications for renewal shall be made at least 45, and not more than 60, days before the expiration of a license issued under this chapter. An application shall be filed with the City Clerk-Treasurer. Pursuant to the provisions of this chapter, the decision whether or not to renew a license rests within the sound discretion of the City Council. No licensee has a right to have the license renewed.
