It shall be unlawful for any person to:
(A) Use threatening, abusive, obscene, or indecent language or act in a manner or to do any act which tends to reasonably arouse, alarm, anger or cause resentment to others, constitutes a breach of public peace in a park;
(B) To bring or possess any glass beverage container into any park or recreation area;
(C) To be under the influence of intoxicating liquors or 3.2% malt liquors or to use, be in possession of, or be under the influence of drugs;
(D) Disturb, harass, or interfere with any park visitor’s property;
(E) Deposit, scatter, drop, or abandon in any park any bottles, cans, broken glass, sewage, or other material, except in receptacles provided for the purposes;
(F) Throw, discharge, or place in or upon any lake, stream, creek, pond, or other body of water in or adjacent to a park, or any tributary, storm sewer, or drain flowing into the waters any substance, liquid, solid, or gas;
(G) Use any land or body of water within a park for a starting or landing field for aircraft, balloons, or parachutes without a permit from the City Council, the Public Works Director, or his or her authorized representative;
(H) Start a fire in a park, except a small fire for culinary purposes in a designated area, or fail to fully extinguish such a fire;
(I) Drop, throw, or otherwise leave unattended in a park lighted matches, burning cigars, cigarettes, tobacco, paper, or other combustible material;
(J) Sell, solicit, or carry on any business or commercial enterprise or serve in a park unless authorized by the Council in writing;
(K) Use loud speakers or other amplifying systems in a park except with written permission from the City Council or their authorized representative;
(L) Dig trenches;
(M) Use a boat for sleeping quarters when tied on park water frontage; and/or
(N) Pets are not permitted in parks unless there are signs stating otherwise. No person shall allow any pet to run at large. Animals must be physically restrained by a leash not longer than 6 feet. Animals will not be allowed to disturb or annoy others. Animal waste must be removed by the person in charge of the animal.
