No person or persons shall mark, deface, or injure any public property or any fence, wall, post, tree, or other fixture in, upon, or about the grounds of any public property; or mark, cut, or injure, in any manner, or remove from their proper place without express permission granted by the authorities in charge of same, any tools, implements, apparatus, or furniture, in or about any public property.
