§ 111.23 REFUSAL TO ISSUE; EXCEPTION.
   No taxicab driver's license shall be issued to any applicant whose application shows that he has been convicted of any felony, or has been convicted of any liquor law violation, of any state, or has been convicted three or more times of any moving traffic violation, in any state, within six years prior to the date of the application, without securing the approval of the Chief of Police and the Board of Public Works and Safety. However, if the Police Chief is satisfied with the showing on the application, the Clerk- Treasurer may issue the license without the approval from the Board of Public Works and Safety.
