Every license issued to any vehicle to be operated as a taxicab and every license issued to any person to operate a taxicab within the city, shall expire at midnight on December 31 of the year it was issued. Any person holding a valid license may apply for the next year's license anytime during the month of December, and if the new license is issued, the fees and any and all paperwork involved shall be based as if the license was issued on January 1 of the oncoming year.
