(A) Any failure by a permit holder to comply with the requirements set forth in this subchapter shall be grounds for refusal by the Board of Public Works and Safety to issue such permit to such persons thereafter, or to revoke such permit prior to expiration, or to make issuance of further permits subject to reasonable conditions.
(B) Final authority for issuance and revocation of permits shall rest with the Board of Public Works and Safety.
