Upon receipt of a written application, the Board of Public Works and Safety shall, within a reasonable time, grant or deny permits so applied for, subject to the following conditions:
(A) Each permit granted pursuant to the provisions of this subchapter shall be assigned an identification number.
(B) Each approved applicant must display the permit in the front windshield of a vehicle when occupying a designated handicapped parking space.
