Each cannabis dispensary shall have a license issued by the state to sell retail cannabis prior to applying for a city cannabis dispensary license. Each cannabis dispensary shall have a city cannabis retail sales license pursuant to this chapter and the license shall be an annual license and shall expire on January 2 next following its issuance and every year thereafter requiring an application for renewal and approval.
