All clocks or other time-pieces in or upon public buildings or other premises maintained at the expense of the city shall be set and run according to the official time, as provided herein. It is hereby made the duty of the officer or other person having control and charge of the building or buildings and premises that the clocks or other time-pieces are set and run in accordance with official time.
