It shall be unlawful for any person owning and/or operating a mobile home without first obtaining a permit to do so, to remove or cause to have removed the wheels or any other transportation device from any mobile home or otherwise permanently fix it to the ground in a manner that would prevent the ready removal of the mobile home. Any alteration to any mobile home as herein set forth shall be construed as an attempt to make the mobile home immobile and removing it from the requirements of this code.
