§ 117.45  OPEN AND PUBLIC RECORDS.
   The City Clerk shall maintain open and public records containing the names and addresses of all masseurs and masseuses who have been licensed by the city and the employer of any person or persons who will be employed as masseurs or masseuses shall be deemed to have constructive knowledge of the contents thereof.
