In order for any person to be licensed as a masseur or masseuse, the person must pay an annual license fee of $75 and furnish proof that he or she has taken and satisfactorily passed a course of study, amounting to or being equivalent to 12 semester hours, in physiotherapy at an accredited junior college or its equivalent or that the person has satisfactorily passed the examination for license of masseur or masseuse given by the City Clerk.
