If at any time during the term for which a license is granted under the provisions of this subchapter, the city Health Officer shall certify to the Mayor that the provisions of this subchapter have not been or are not being complied with, or that the public health or the health of any person employed in the health club is endangered by its maintenance, the Mayor shall revoke the license thereof.
