Upon receipt and registration of the application by the office of the City Clerk, that office shall authorize inspection of each structure. Upon written approval from the Building Inspector that the structure or structures meet the minimum standards as required by all applicable laws, ordinances, codes and standards, the license shall be issued to the owner. No license shall be issued, or be renewed, in the name of any owner who owns property in the city on which there are fees for trash hauling, alarm services and any other city services owed. Failure to keep all fees current is a violation of this chapter.
