§ 112.05  OFFICE OF PLUMBING INSPECTOR.
   (A)   (1)   There is hereby created the Office of Plumbing Inspector of the city.
      (2)   The Plumbing Inspector shall be appointed by and shall be subordinate to the Mayor.  The Plumbing Inspector shall hold office for one year and until a successor shall be appointed and qualified.
      (3)   No person shall be appointed Plumbing Inspector who shall not have been, at the time of his or her appointment, a licensed plumber in accordance with the State Plumber’s License Law.
   (B)   (1)   The Plumbing Inspector shall sign and issue all notices, permits and certificates required by this chapter.
      (2)   He or she shall pass upon and approve all plans and surveys required by this chapter.  He or she shall keep a record of the performance of his or her duties which shall include a record of all notices issued, applications received and permits granted.  He or she shall keep a record of violations of this chapter.  He or she shall inspect and for the purpose thereof may enter all houses and other buildings in the course of erection and all houses undergoing alteration or repair as often as may be necessary to insure conformance with the requirements of this chapter.  He or she shall compel all work on plumbing to be performed in accordance with the provisions of this chapter.  He or she shall cause to be kept a record of measurements of all sewer taps in relation to property lines.  He or she shall collect all fees required by this chapter and pay the same to the City Comptroller.
