§ 110.15  RECEIPT AND REGISTER.
   (A)   The City Collector shall pay over all monies paid for any license that may be granted to the Comptroller, who shall receipt him or her for all monies so received, which receipt shall be a discharge to him or her to the extent and purport thereof.  No person shall be deemed to be licensed in any case until the issuing of the license in due form, as herein required.
   (B)   The City Clerk shall keep a register of all licenses issued in a book provided for that purpose, in which he or she shall enter the date, name and place of the business of the license, number of the license, period of time and for what purpose the license is issued, the amount paid and the particular house or place in which the business license is to be carried on.  Forms for all applications for licenses, bonds and licenses shall be kept on file by the City Clerk.
