§ 110.04  INVESTIGATION.
   In case this chapter requires an investigation into the character of any applicant or into the premises to be used, the Mayor shall cause an investigation to be made.  The officer or employee making any investigation shall return a report within five days giving the result of the investigation, favorable or otherwise.  No license shall be approved by the Mayor until he or she is satisfied that all requirements have been complied with.  No business, licensed or not, shall be so conducted by reason of the manner of operation or the condition of the premises occupied, so as to be or cause a nuisance.
