§ 95.49  NOTICE.
   The corporate authorities shall, after a ten-day notice to the owners or occupiers of premises upon which there is garbage and debris, contrary to this subchapter, and who shall neglect or refuse to dispose of same shall collect and remove the garbage and debris from the premises containing same.
