Whenever there shall be found in or upon any lot, yard or piece of ground within the limits of the city any rags, damaged merchandise, wet, broken or leaking barrels, casks or boxes, junk, rubbish, debris, scraps, wastes or any materials which are offensive or which tend by decay to become putrid or to render the atmosphere impure or unwholesome the same shall deemed a nuisance. Junk shall include but shall not be limited to junked motor vehicles, motor vehicle bodies, parts and accessories.
