The Superintendent of Streets shall, from time to time, inspect all excavations and tunnels being made in or under any public street, alley or other public place in the city to see to the enforcement of the provisions of this subchapter. Notice shall be given to him or her at least two hours before the work of refilling any excavation or tunnel commences. All material used and any work performed shall be subject to the approval of the Superintendent of Streets and the City Engineer.
