The Building Inspector, on application therefor, as provided herein, shall issue permits in accordance with the provisions of this subchapter. In the event that it becomes necessary to make any opening or excavation in any street, alley or any other public place in city in order to protect the safety or property of the public in general without first obtaining a permit therefor, then and in that event only, the person or persons making the excavation or opening shall, at the earliest practical moment after the excavation or opening is made, obtain the permit provided for herein.
