Whenever any vehicle shall be found parked or abandoned on a snow emergency route in violation of this chapter, the vehicle may be removed and conveyed by means of towing and impounding the same at the owner’s and/or operator’s expense or by towing or otherwise removing the vehicle to the nearest available parking space on the first cross street which is not a snow emergency route.
