Each applicant upon payment of the required fee shall be given a license plate or windshield sticker, of a design and material as may be approved by the City Council, and the license plate or windshield sticker issued to the applicant shall be prominently displayed on the lower right-hand corner of the windshield of the vehicle for which it is issued in a manner as to be clearly visible and easily read from the outside of the vehicle.
