There is hereby created and established a Department of the municipal government of the city, which shall be known as the Police Department, and until otherwise provided, shall consist of a Chief of Police, an Assistant Chief, four sergeants and seven police patrol persons, as shall from time to time be appointed and other patrol persons as shall from time to time be appointed by the Board of Fire and Police Commissioners, the Chief of Police or the Mayor under the provisions of this subchapter.
