Any person, firm or corporation who shall within the jurisdictional limits of this city violate, disobey, resist, neglect or refuse to comply with any of the provisions, requirements or regulations in this subchapter contained, where no other penalty is provided, shall, upon conviction, be subject to a fine of not less than $3 nor more than $200 for each offense.
