The Superintendent of Streets shall keep a full record or list of all the working tools or other property in his or her possession belonging to the city, shall be responsible for the safe-keeping of the same, shall deliver up to his or her successor in office or to the Council the record or list of tools and other property and shall take a receipt therefor, which receipt shall be filed in the office of the City Clerk.
