Any article or thing which may be removed in accordance with the preceding section, may be advertised and sold within ten days unless the same shall be sooner redeemed by the owner or possessor on payment of all costs. Either the Superintendent of Streets or Chief of Police may make the sale and shall, after making the sale, pay the proceeds into the City Treasury, and furnish the Comptroller with a statement of the property sold and the amount received therefor; the balance if any, after deducting costs, shall be paid to any person furnishing to the Mayor satisfactory proofs of ownership of the property sold.
