(A) The county adopts and avails the county of the provisions of the Solid Waste Planning and Recycling Act, an “Act in relation to solid waste, enacted by the People of the State of Illinois, represented in the General Assembly of the State of Illinois,” 415 ILCS 15/1 et seq., and following.
(B) The county provides a general guideline in the development of programs to reduce solid waste and to allow citizens to become proactive in volume reduction and recycling.
(C) The county implements the intent of the County Solid Waste Plan.
