§ 111.99 PENALTY.
   (A)   Any person who fails to comply with the provisions of this code or the regulations adopted pursuant thereto shall be deemed guilty of a violation of this code and shall, upon conviction, be fined a sum not to exceed $1,000. Each day that a violation continues to exist, after notice by the Committee, shall constitute a separate offense.
   (B)   (1)   Any license granted hereunder may be revoked or suspended by the Committee at any time for failure to pay the permit fee or the cost of correcting hazardous conditions, or whenever the Committee finds, upon the recommendation of the Sanitation Official, that the continuance of the garbage disposal area would endanger the safety or health of the public.
      (2)   However, no permit shall be revoked or suspended except for failure to pay the fee, or for the cost of correcting hazardous conditions, except after public hearing and provided that notice of the hearing and the purpose thereof shall have been sent to the permit holder at least ten days prior to the date of the hearing. At the hearing, any person interested in the garbage disposal area shall have the right to be heard.
