The Planning and Development Committee or its authorized representatives are hereby authorized and directed to make such inspections as are necessary to determine satisfactory compliance with this code and regulations promulgated hereunder. It shall be the duty of the operator of a sanitary landfill and/or landfill solid waste disposal site or land reclamation project to give the Committee free access to the property at reasonable times for the purpose of making such inspections as are necessary to determine compliance with the requirements of this code and the regulations promulgated hereunder.
